Jim WalshLocal Content Manager

Jim has over 20 years’ experience in senior operational positions, including directorships. His unyielding focus has delivered robust, long-term and creative solutions to business problems, most recently including local content and nationalisation strategies and their successful execution. His inspired approach coupled with his ability to see the bigger picture has delivered solutions in challenging global environments, globally.

Main areas of practice

Jim has developed contract strategies, procurement policies and procedures for major onshore and offshore projects in Africa and South America. He has supported both international companies and government regulators in their pursuit of maximising and promoting opportunities for local content to control costs, reduce operational risk and ensure that sustainable benefits are delivered to host countries.


Jim began his career in (FMCG). He ventured into the technical sector, working for Lucent Technologies and KPN Quest. As COO for a midsized technology company, Jim led an MBO and was fundamental in the successful sale of the company to Siemens. At Siemens Jim managed supply chain support for outsourced manufacturing in developing markets. Thereafter he joined Tullow Oil as group local content manager. His responsibilities included developing local content into the supply chain within developing markets across their assets in Africa and South America.


End-to-end supply chain experience: from the development of project and contract strategies, bid evaluations/ negotiation, recommendations, stakeholder engagement (suppliers, clients, NGOs and government representative), through to contract execution and management for major infrastructure projects in the extractive and manufacturing industries.

Significant experience

  • Supply chain: identified, defined, developed and executed realistic business opportunities for host countries in O&G supply chain, converting such opportunities into real world businesses with the backing of host governments, regulators and investors
  • Contract & procurement: able to develop overall strategy, execute major contracts and manage subsequent post contract administration (including KPIs), along with associated documentation development and approval requirements
  • Local content expert adviser: acted as an “expert advisor” in the field of local content on behalf of several IOCs, assisting in developing and implementing robust local content strategies, specific to the region/project. Included LC contract development, management and supported IOCs in dispute resolutions
